Envision Stockton 2040 General Plan EIR

As part of the Stockton General Plan Update and EIR, PlaceWorks conducted a communitywide criteria air pollutant and GHG emissions inventory and forecast for the General Plan horizon year for growth in the EIR Study Area.

Modeling followed the ICLEI’s US Community Protocol for Accounting and Reporting of GHG Emissions and includes the following sectors: transportation, energy, waste, water use and wastewater generation, and other sources (e.g., off-road equipment). For the transportation sector, emissions were modeled with CARB’s EMFAC2014 model based on VMT provided by Fehr & Peers for the existing and General Plan horizon years. Energy use within the EIR Study Area for existing conditions was obtained by coordinating directly with PG&E. Criteria air pollutant and GHG were forecasted based on the potential increase in population and employment in the EIR Study Area. Air quality impacts were based on the thresholds established by the SJVAPCD in the Guide for Assessing and Mitigating Air Quality Impacts (GAMAQI). The EIR identified policies incorporated into the 2040 General Plan Update that would reduce air quality and GHG emissions impacts. In addition, the EIR identified uniformly applicable development standards as mitigation that would be required for future site-specific development review to help streamline environmental review for future development projects.
