Firm Leaders Level Up

PlaceWorks congratulates Jennifer Gastelum, Mark Teague, Tammy L. Seale, and Scott Ashlock, on their recent promotions!

Jenny Gastelum, Principal, leads PlaceWorks’ housing practice and has over 20 years of experience specializing in a range of housing programs and public outreach for municipalities throughout California, Nevada, and Washington. She has led over 100 housing elements and, along with her burgeoning team of planners, has helped increase our presence in the Sacramento region. Jenny was pivotal in securing the SB 2 and LEAP/REAP grant assistance projects with the California Department of Housing and Community Development and has become a trusted, go-to resource for the State.

Mark Teague, AICP, Principal, manages PlaceWorks’ Sacramento office and brings to his projects over 35 years of experience in environmental review, community planning, zoning, entitlements, and public outreach. His extensive experience includes working in both the public and private sectors, and he has served as on-call extension of staff for numerous cities throughout California. Mark excels at public engagement, and he has the ability to facilitate discussions on complex and controversial issues while ensuring that all perspectives are heard.

Tammy L. Seale, Principal, leads PlaceWorks’ climate action and resiliency practice and is a recognized leader in the field with more than 25 years’ experience. Her recent accomplishments include working with the California Governor’s Office of Emergency Services on the 2020 update of the California Adaptation Planning Guide. Tammy is a co-author of Local Climate Action Planning (2012), the first guidebook to address climate change adaptation, and its update, Climate Action Planning: A Guide to Creating Low Carbon, Resilient Communities (2019). She is also a member of the Association of Environmental Professionals’ Climate Change Committee.

Scott Ashlock, ASLA, Associate Principal, is a gifted landscape architect and urban designer, who skillfully manages many of our private-sector design projects. His experience includes several award-winning community master plans such as Tesoro Viejo, a 5,000-home new town currently under construction in Madera County, and the redesign and re-entitlement of Skyline by TRI Pointe Homes in LA County, which added 400 acres of open space. Scott is an active member of ULI and chair of Cal Poly Pomona’s Landscape Architecture Professional Advisory Board.
