The proposed school is in an outlet mall in the city of Tracy. PlaceWorks prepared the health risk assessment (HRA), which included surveying properties within a quarter-mile radius (1,320 feet) to identify facilities with the potential to generate hazardous and acutely hazardous air emissions.

The HRA also considered the impact of potential long-term exposures to hazardous emissions from Interstate 205, which is less than 500 feet from the project site. Because of this proximity, the scope of the HRA also included health impacts from short-term exposure to particulate matter and nitrogen dioxide from the freeway.
