The Landing at Walnut Creek HRA

This proposed residential development was unusual because we performed two HRAs#8212;one for future project residents and one for current, nearby residents. The project site was near a freeway and BART Station bus loop in Walnut Creek, and one HRA evaluated 16 stationary and mobile sources to determine that residents of the project would not be exposed to an unacceptable cancer risk from diesel particulates and other air toxics. The other was a construction HRA to evaluate the health impact from equipment exhaust and fugitive dust to residents 50 feet away. We determined that with mitigation, such as retrofitting construction equipment with Level 3 Diesel Particulate Filters, project construction would not expose nearby residents to an unacceptable short-term cancer risk or fugitive dust emissions.
