San Juan Hills High School Pipeline Risk Study

This three-stage analysis determined the potential risk from a high-pressure, 16-inch pipeline that carries gasoline, jet fuel, and diesel fuel and is within 1,000 feet and uphill from the high school. Stage 1 is a risk screening analysis based on operating characteristics of the pipeline and its distance from the school. The Stage 2 risk analysis estimated individual risk using pipeline accident rates, school dimensions, and probabilities for ignition and fatality for different scenarios (pool fire, flash fire, and explosion). A Stage 3 analysis addressed the unique topography and other conditions. The predicted risk was less than the California Department of Education’s significance threshold.
