Pasadena Housing Element and Housing Agenda

Pasadena’s 2013–2021 Housing Element, the 3rd update prepared by PlaceWorks, provides policy guidance that is designed to: stimulate mixed-use and TOD around Gold Line stations and neighborhood village centers; encourage affordable housing through inclusionary incentives; preserve neighborhoods and historic districts; incorporate sustainable land use policies; and address special need groups. These policies have helped to facilitate more than 5,000 new units, including below market rate housing. PlaceWorks also completed the award-winning Housing Agenda and Analysis of Impediments for the City. For its many successes, the Urban Land Institute awarded the City of Pasadena the 2014 Robert C. Larson Housing Policy Award.
