ENTRY-LEVEL TECHNICAL SPECIALIST – AIR QUALITY/GREENHOUSE GAS AND NOISE – FULL TIME

Job Description:

PlaceWorks is seeking a full-time, entry-level Technical Specialist that has a specific interest in, or experience with air quality, greenhouse gas emissions, and/or noise to join the Environmental Team in our Santa Ana office. We are looking for a technical specialist who is passionate about their work, enjoys working in a highly collaborative environment, and is deeply committed to providing environmental services that help shape and improve communities and protect the environment. The Environmental Team works collaboratively and across disciplines on projects such as, commercial centers, mixed-use development, parks, specific plans, general plans, schools, and infrastructure projects. Our office is fast-paced and technical specialists may work on several projects at a time.

The ideal candidate will have 1 – 2 years of technical experience in the fields of air quality and greenhouse gas emissions, and/or in the fields of engineering acoustics and environmental noise and vibration control/studies. This position assists other technical specialists and project teams by conducting air quality and greenhouse gas technical analyses and modeling; environmental noise, acoustics, and vibration impact assessments and modeling; health risk assessments; and other technical studies to prepare technically sound and legally defensible analyses, reports, and environmental impact assessment documentation per the California Environmental Quality Act (CEQA) and/or National Environmental Quality Act (NEPA) for a wide array of public sector and private sector projects.

Responsibilities Include:

Responsibilities include, but are not limited to:

  • Conducts emissions analysis using computer models such as CalEEMod and URBEMIS, and data sources such as EMFAC.
  • Performs dispersion modeling using AERMOD, CALINE4, SCREEN3, and similar tools.
  • Conducts noise and acoustic modeling and investigation techniques for transportation and construction-related noise and vibration impacts, using sound propagation modeling applications such as: FHWA model, TNM, SoundPLAN, CadnaA, FTA model, etc.
  • Prepares health risk assessments.
  • Conducts research and compiles data as required by the project; analyzes/interprets scientific data so it can be translated into a technical report format.
  • Assists in the preparation of technically sound and legally defensible technical analyses, reports, and environmental impact assessment documentation per the CEQA and NEPA.
  • Writes technical reports and assessment text which are clear, easy to follow, and tailored for the intended audience.
  • Generates succinct and informative presentations of technical results in both tabular and graphical formats.
  • Efficiently executes multiple assignments with multiple project managers.
  • Performs site visits and field work at project locations. Candidate must feel comfortable performing outdoor field work in a variety of locations including: urbanized areas, industrial areas, rural areas, busy streets, and near schools.
  • Expands knowledge, and researches and interprets applicable regulations and standards as related to the position.

Qualifications:

  • 4-year college degree (Bachelor’s degree) in engineering, physics, acoustics, environmental sciences, or related field is required.
  • 1 year of related experience performing the responsibilities listed above is a plus.
  • General knowledge of, or training with air quality and greenhouse gas emissions analysis, modeling, and impact assessment.
  • General knowledge of, or training with engineering acoustics/noise calculations, and environmental noise and vibration control/studies, modeling, and impact assessment.
  • General knowledge of, or familiarity with CEQA and NEPA compliance and document preparation.
  • Familiarity with, or experience using air quality and GHG mass emission and dispersion modeling programs is a plus. Specialized applications include but are not limited to: CalEEMod, AERMOD, EMFAC, SCREEN3, and URBEMIS.
  • Familiarity with, or experience using sound propagation modeling programs and other specialized applications is a plus. Specialized applications include but are not limited to: FHWA model, TNM, SoundPLAN, CadnaA, and FTA model.
  • Knowledge of Microsoft Office (Word, Excel, Outlook, and PowerPoint) is required.
  • Advanced skills with high-level functions in Excel is required.
  • Strong mathematical skills and analytical skills are required.
  • Excellent verbal communication skills and technical writing skills are required.
  • Demonstrated ability to multi-task with project work and meet stated client-initiated deadlines.
  • Able to work independently and as a member of a highly collaborative environment with other team members such as planners, designers, landscape architects, economists, environmental planners, and other specialists.
