Clovis General Plan Update: Economic Analysis/Analysis and Economic Development Element
A primary planning objective defined by the city was to afford they city they had built and to continue to build a city they can afford to own. Early in the process, PlaceWorks prepared a comprehensive economic analysis, quantifying the trends that would shape future development patterns, generate municipal revenues, and drive demand for public facilities and services. The analysis influenced the land use plan, calling for the creation of the Sierra Gateway Commerce Park, enhancement of the Shaw Avenue commercial corridor, and expansion of the Old Town district. We also prepared a fiscal analysis that recommended funding and financing strategies to improve the fiscal performance of the plan.
